Official NYCBS Youth Football Playoff Tournament Rules and Code of Conduct (Click To Read)

(Please make sure you read and understand all rules and regulations of the NYCBS Youth Football Playoff Championship before registering. Please make sure your parents understand all rules and regulations regarding player certification, parent, player and coaches code of conduct, on and off the field rules, hotel regulations and more.) THIS IS THE RESPONSIBILITY OF EACH TEAM’S COACHES AND MANAGERS. IF ANYONE FROM YOUR GROUP, PARENTS OR SPECTATOR APPROACHES US REGARDING ANY OF THE ABOVE, YOUR TEAM WILL BE IMMEDIATELY DISQUALIFIED AND REMOVED FROM THE TOURNAMENT.

Unless otherwise stated the National Youth Championship Bowl Series Rulebook, all games will follow the rules established by the National Federation of High School Rules (NFHS). NFHS rules are the standard in high school sports rules and regulations. The officiating for the tournament will be done by certified officials with high school, college and some professional experience. Please contact a National Championship Bowl Series representative for rule clarification or with any question you may have.

Divisions:  (Age as of July 31st)

  1. Unweighted:
    6u, 7u, 8u, 9u, 10u, 11u, 12u & 13u
      
  2. All American 11 Man Tournament.
  3. All divisions are competitive. No All-Star Teams.

Registration:

  • Teams shall register online in a division based on age level requirements for participation. No Refunds – All Registrations Are Final!
  • Players are allowed to play in two divisions within the same organization. Players may only play up and cannot play down in younger divisions. *Please Note, Schedules may NOT accommodate dual rostered players.*
  • Every team is required to submit:
    1) Signed 
    Team Participation Waiver.
    2) Proof of Age Verification (Certified Roster) done by National Sports ID.
    3) Signed 
    Code of Conduct by every parent and player to the nationalcbsinfo@gmail.com by Check-In. Player(s) will not be permitted to play if any of the required documents are missing.
  • All Traveling teams outside of the Phoenix area must lodge at one of the NYCBS approved hotels on our website or social media page. No Exceptions! All hotels are within minutes of all game locations. For this reason, group discounts and free breakfast is available to accommodate your stay. DO NOT BOOK OUTSIDE OF THE HOTEL NETWORK, YOUR TEAM WILL NOT PLAY. 
  • Any team attempting to defraud the age requirements will be automatically disqualified, removed from the tournament and banned from any future YFP tournament play. 

Rosters:

  • To certify there shall be NO MORE THAN (30) registered players and a minimum of (12) with up to 8 sideline coaches per team roster. 
  • Once a Player is certified onto a team that player will not be permitted to switch teams during the tournament. No Exceptions! 
  • Master Team Roster must be uploaded to National Sports ID  no later than Check-In. After said date no other players can be added to the team roster.

Coaching:

  • Every coach must be USA Football/HeadsUp Certified.
  • Every team shall have a minimum of one designated head coach; one team manager and one certified CPR/First Aid Assistant.
  • A maximum of 8 coaches, one team manager, one CPR/First Aid Assistant, one water person and one team photographer (VIDEO FROM STANDS ONLY) will be allowed on the sidelines during game play. Authorized coaches and staff will receive badges at team check-in. No other individuals will be permitted to be on the sidelines with the team besides uniformed cheerleaders. No Exceptions!
  • The head coach must be a minimum of 21 years of age. All other assistant coaches and team personnel must be a minimum of 16 years of age. Assistants under the age of 18 must provide a Code of Conduct form and Participation Waiver signed by his or her parent. These documents should be placed in the front of the Team Book.
  • The head coach is responsible for the conduct of all players, cheerleaders, parents, team staff, volunteers, etc. NO PARENTS SHALL BE ALLOWED ON THE SIDELINES DURING ANY GAME PLAY.

6U, 7U, 8U, 9U & 10U Unweighted:

  • One coach from each team shall be permitted to be on the field during the game. It is up to the head coach to determine who will be on the field at any given time during the game.
  • Offensive and defensive coaches must be at least 15 yards off the line of scrimmage. If any coach interferes with the play, accidentally or intentionally, an automatic 15-yard penalty will be assessed to the team. Two (2) penalties will result in a head coach ejection.
  • The defensive coach must step out of the end zone on any plays inside the 20-yard line (red zone). A nose guard is allowed but must be 2yrds off the ball.
  • There will be live kickoffs from the 40 yard line. Fumbles and Interceptions are live. Punts and Field Goals will be NO RUSH/FREE KICK. 
  • Coaches must STOP instructing the players once the player’s line up to the ball and the quarterback begins his cadence.
  • No defensive player can be line up over the ball in the 6u & 7u divisions. Must be at least 2 yards off the ball.

Equipment:

  • All teams and/or organizations will need to furnish their own required playing equipment including helmets with face guard with a properly fitted chin strap, mouthpiece (cannot be clear or white), shoulder pads (worn to appropriate Body Mass Index), 7-piece pads, cleats (metal cleats or cleats with any exposed metal are prohibited), athletic support (compression shorts; no hard cups) and matching game uniforms.
  • Tinted visors are NOT allowed. Only if refs deem eyes are visible will visor be ok during game play. 
  • All eye glasses must be made of non-shattering glass.
  • No jewelry can be worn during the games. NO EXCEPTIONS. Includes necklaces, piercings, watches, bracelets, rings, etc.
  • No electronic communication devices/equipment are allowed.

Playing Field Dimensions/Game Format:

  • All tackle football divisions will play on regulation HS fields measuring 100 yards long and 50 yards wide. Each team will provide their own youth size game ball to be used according to the proper divisional play.
  • Each home team is required to supply the chain crew for their game.
  • Each team will receive three (3) time-outs per half.
  • Teams are responsible for their own water and tents.
  • National Federation High School rules in effect unless stated by tournament rules otherwise.
  • The tournament will use 4 12-minute running clock quarters for all divisions (6u will play 11 Man and will use 4 10-min running clock quarters). 2 minute warning in the 2nd & 4th quarters. Clock will stop on touchdowns and turnover on downs. 1 min between quarters and the ball will not switch ends of the field. 8 min Halftime. Touchdowns = 6 Points. PAT: FG = 2 Points. Pass/Run from 7 yard line = 2 Points. Pass/Run from 3 yard line = 1 Point *Please Note SPECIAL TEAMS, PUNTS and PAT – 6u, 7U, 8U, 9U is NO RUSH/FREE KICK *

There will be two types of overtimes in the tournament. In the preliminary rounds, in case of overtime, there will be a coin flip; the winning team of the coin flip will have the ball placed at the 10-yard line. If team fails to score in four downs, turn over on downs. First team to score wins. In the championship round in case of overtime play coin will be flipped for first possession. Ball will be placed at the 10-yard line and both teams will have the opportunity to score until a winner is determined.

*THIS EVENT IS FOR THE YOUTH AND THE CODE OF CONDUCT WILL BE STRICTLY ENFORCED. ANY ILLICIT BEHAVIOR OR HARASSING TOURNAMENT STAFF INCLUDING BUT NOT LIMITED TO REFEREES, VOLUNTEERS OR DIRECTORS ETC, YOUR ENTIRE TEAM WILL BE DISQUALIFIED AND YOU WILL BE REMOVED BY THE POLICE IMMEDIATELY.
